人們常說「對準政權」，口號也喊「林鄭下台」，但似乎大多數人都沒有察覺到真正的治港者，早已不是林鄭。

林鄭上月失蹤10天，拒絕回應民間五點訴求，她最先抱住誰的大腿？

——6月27日，林鄭在禮賓府接見四個警察評議會的八位正副主席，保安局局長李家超和警務處長盧偉聰陪同；其次，才是李澤鉅、唐英年等十幾個港區人大及政協。

6月18日，她被問到會否針對警方濫暴行為成立獨立調查委員會時，她怎樣回答？

——「在公眾集會中，最有權威及資訊去判斷發生甚麼事的人不是行政長官，我當日只是按警務處作的暴動形容，我就有責任告訴市民，整個香港社會都不接受有暴動行為。盧處長昨日已澄清講法，我今日都會按警務處重新作出的立場來講，我認為立場是一致的。」

——林鄭鬼拍後尾枕，堂堂特首承認自己是跟隨警方指示發言，尾隨盧偉聰統一口徑。五年前928佔中，曾偉雄批准放催淚彈，事後揭發是前特首梁振英下令叫停，遭警方怪責打亂部署，令佔領一發不可收拾。梁振英的先例否定了林鄭的狡辯，示範了行政長官才是最有權威去判斷如何應對集會。林鄭則證明了自己已向警方繳權，沒有履行她的職責。警方的實然權力經已凌駕特首。

7月1日佔領立法會發生時，特區成立慶祝晚宴結束後，林鄭身在何處？

——她在灣仔警察總部，半夜召集新聞界來到，等她4點鐘開記者會。廢話一輪後，由李家超和盧偉聰主力回答問題，旁邊的政務司司長張建宗一聲也沒出過。

7月13日，林鄭在晚宴上再度效忠：

——「不會出賣警隊。」

林鄭月娥，淪為一個受掣於警隊的特首，這就是警權無限大的原因。

然而，誰控制着警隊？這支30000人的準軍事組織？

——香港中聯辦警務聯絡部。

2017年，特區成立20周年，習近平訪港，「這是正式錄用的警察嗎？」，大家都應該記得。不過鮮為人知的是，負責統籌和指揮警方安保工作的，正是中聯辦警聯部。

——警聯部部長，則是公安部前國保局長李江舟。

當年習近平鑒於佔中、林榮基、港獨等風波搞到香港大亂，才派調李江舟執掌此位，下達的政治任務正是「維穩滅獨」。

大陸崔永元揪出巨額貪腐官員時，亦有提及李江舟：

//2月8日，崔永元指控一名拼音為「Lin Feng」的上海警察，在香港滙豐銀行和內地某銀行共有逾5000萬元存款，經查應是上海市公安局經偵總隊六支隊長林峰。他於2017年4月接手快鹿金融案，乘追逃之便以權謀私，於香港與「大哥」邵永華會晤，收受2000萬元，並大手於香港置業，買下深灣一間豪宅。林峰還與邵永華熟悉的公安部某領導及公安部駐香港負責人，秘密侵吞快鹿與香港上市公司股權、股票和現金（價值超過30億）。這個「公安部駐港負責人」大概說的是2016年出任公安部駐香港中聯辦警務聯絡部部長李江舟。//

國保局又名公安部一局，是中共的主力維穩工具，擁有一支龐大的秘密警察，撲熄所有顛覆政權的苗頭。大部分在前線維持治安的香港警察，萬萬想不到警隊已與中聯辦警聯部暗通款曲，列入中共維穩部的編制。

為香港市民服務？

當然，林鄭也不是為香港市民服務。

所謂西環治港，所指是中聯辦才是香港幕後真正的管治機構。22年來，中聯辦不斷擴張編制，扶植多位西環契仔女做議員，在各個委員會（包括監警會）和半官方機構安插心腹，利用建制派議員瓜分數以百億計的政府撥款，用香港人的公帑補貼中共的維穩資金，來支援選舉機器運作和政治分贓，反過來壓迫香港人的生存空間。難道你告訴我，這些年來你一概不知？

我再拿實際數字你看：

2003年購入蒲飛路18至24號全幢52伙，斥資3.2億；
2007年購入君匯港48伙，斥資1.6億；
2007年購入大潭道21號地皮，斥資1.67億，建成市值10億的員工宿舍，補地價估計1億，港府實收990萬；
2012年購入灣景園14伙，斥資6800萬；
2013年購入宏基資本大廈22樓，斥資1.35億；
2014年購入西營盤鉑峯48伙，斥資4.8億；
2003年至2014年沽售多間物業，套現11.9億；
2015年購入沙田第一城10伙，斥資5000萬；
2016年購入堅尼地城泓都14伙，斥資1.22億；
2017年購入寶翠園單位，斥資1700萬；
2019年購入觀塘凱匯20伙，斥資2.5億；

還未計中聯辦利用《印花稅豁免條例》慳了幾多個億。

這些資訊全部石沉新聞大海。

還未講它控制全港三中書商和出版產業……

中聯辦結合黨、政、軍、企於一身，你知不知道中共哪一個組織也是享有同樣的「高度自治」？

鬥長命 - 林夕

今日，乃香港回歸週年紀念，實在太值得紀念。
要記錄與念及這二十二年，香港是如何一步步變得陌生。
要紀念以前遊行示威還沒有成為風土病的日子。
要紀念基本法與中英聯合聲明已成任意刪改燒毀的殘骸。
要記錄所有被權力腐化了的人形喪屍，講的不是人話。
要記住香港有防止被喪屍感染的權利，要講良心話。
要紀念今年回歸盛典的升旗禮，取消了學生參與的資格，這個口口聲聲說重視年輕人的政府，重視的意思，原來就是防範學生，害怕還有血性的年輕人。
要記錄這個政權的冷漠與傲慢，香港人犯了什麼錯，會有如此不堪的遭遇。每念及首長的嘴臉，生氣之後就是難過。我們的訴求，從第一天起步爭取開始，就明白越惡的法越容易過，越善良的人心裏越不好過。
正是因為不好過，才不會像喪屍般失去了正常人會有的情緒：激動、傷心、流淚、忿忿不平。一個人在情緒高漲或低落的時候，別做出重大的決定，這是很多人說過的道理，但沒有這種衝動，就像許多自詡冷靜高明的旁觀者一樣，永遠不會有行動。不過，行動是因為有想法，有想法的話，也必然會思考，衝動之時，別讓感性蓋過理性。
有血有肉的人，絕不會輕易投降，所以，更不要為喪屍沒人性，而犧牲人命，不值得。走在抗爭的路上，一個都不能少，二百萬加一、加二，那個可悲的尾數，一個都不能再多了。
我們不會相信明天會更好這種自我安慰的麻醉劑，但絕對有條件相信明天的明天的明天，腐化的高牆必有腐爛倒下的一日。我們不會坐着等，而是站出來行出來。
我們已經從外殼脆弱易碎的雞蛋，蛻變成子彈打不破的水。細水長流，才會無堅不摧，一時間被困在水塔，終會讓坐在塔尖的人倒下來。
懷着赤子之心的人，還沒有天真到幻想一步登天，堅持的代價就是耐性耐力。在對的路上，偶然也會犯錯，路程也特別漫長，會沮喪會失望，只要站在公義這一邊，就唔需要計較一時的得失。水無常形，不義的政權更比人生無常。
我們付出所有力量，每次失敗其實都在培養更持久的能量。
紀念回歸，要相信念念不忘，必有迴響；要保持力量，就要鬥命長。
